Council President, Britt Brown, opened the meeting and turned it over to Larry Kleeman, Bond Council, to review the tentative financing schedule for the Special Westside Street Project.
Kleeman outlined the process as follows:

| 11/30/2011 | Publish Ordinance and mail special assessment information to Westside residents |
| 12/27/2011 | Regular Meeting: No action taken |
| 12/30/2011 | Prepaid specials due (finalize bond amount) |
| 1/10/2012 | Notice of Private Sale published (Cooper Malone underwriting) |
| 1/24/2012 | Regular Meeting: Approve bond ordinance and resolution |
| 2/22/2012 | Bond closing; money wired to state treasurer |
| 3/01/2012 | Series 2011 Temp Note matures Certify special assessments to county for 2012 assessments |
Larry Kleeman reviewed the following documents: (Exhibit A) Statement of Final Costs; (Exhibit B) Assessment Roll Certification; Exhibit C) Notice of Public Hearing; Exhibit D) Form of Notice of Hearing and Statement of cost Proposed to be Assessed and answered questions concerning the process.
After full consideration thereof, Council member John Johnson moved to take the following action as amended by 11-08-2011 update:
