John Johnson introduced Larry Henry, Street Consultant, and turned the meeting over to him. Henry handed out a booklet summarizing the pavement management system and reviewed the findings with the Council.
Section One includes a complete inventory of the 7.8 miles of streets. Seventy street segments were measured for length and width.
Section Two discuses the inspection of the streets and a rating of their condition. Each street began with a rating of 100 with deductions made based on stresses to the street.
Section Three includes what it is going to take to get where you want to be.
Henry explained that most complaints concerning the streets center around the poor drainage after the street overlay. Henry showed an aerial photo taken in 1938 which shows all dirt streets. An aerial photo in 1950 shows the streets south of Douglas and north of Huntington with curbs and gutters. The streets west of Woodlawn are gravel.
Henry stated that the two pavement management problems are large trash trucks and heavy equipment used in home renovations. Drainage is the major issue on the Westside.
One idea for addressing street problems would be to sign an annual contract with a street contractor to address street issues in a timely manner. Henry agreed to put together a plan for such a program. He also suggested partnering with Wichita when possible. Larry also agreed to set up an appointment for him and John Johnson to meet with Chris Carrier, Wichita Street Department.
Henry reported that in 2007 a study was done on the Westside streets and preliminary costs figures were given to rebuild the streets with the idea of adding curbs and gutters. One of the biggest issues to be addressed was drainage. Another issue was the cost. Following discussion Henry agreed to put together two options. One option would be a complete rebuilding of the streets and adding gutters. This option would create a major inconvenience to the residents. A second option would be to simply tear out the old base and pour a new street without gutters.
Council agreed to meet with Henry and discuss the two proposals.
