MINUTES
- Brown moved to approve the minutes of the August 25, 2009 meeting; Johnson seconded; passed unanimously.
- Brown moved to approve the minutes of the September 1, 2009 Special Meeting; Mastio seconded; passed unanimously.
CLAIMS
Mastio moved to approve the Claims as of September 22, 2009; Anderson seconded; passed unanimously. Claims for September totaled $56,022.57
TREASURER'S REPORT-Norman Farha
Farha reported that revenues for August totaled $55,191 and expenditures totaled $67,122 resulting in a loss for the month of $11,931 but gain year to date of $378,663. Unencumbered cash and investments totaled $1,236,660 for 2009 as compared to $942,924 for 2008.

INSURANCE; BUDGET AND ACCOUNTING; MEMORIAL GIFTS COMMITTEE LIAISON; NEWSLETTER-WEBSITE COMMISSIONER'S REPORT-John Mastio
Mastio reported that he is working on a program to promote the maintenance of homes and properties in Eastborough. The program would include resource information for those in need of assistance.
CLERK'S REPORT-Kay Brada/Barbara Kratzer, Asst.
- Kratzer requested the signatures of the Mayor and three Council members on the Cardholder's Authorization form.
- Kratzer reported that she had spoken with Charolett Knapic, Echo Landscaping, concerning the plantings in front of the Eastborough sign at Kellogg and Woodlawn. She reported the area overgrown with weeds and asked if it was their responsibility to maintain the bed. While the area outside the wall is maintained by the City of Wichita Council authorized Knapic's crew to clean-out the bed.
- Two Certificates of Deposit were purchased during the month. A 10month CD for $250,000 was purchased from Capitol Federal and a 1year CD for $250,000 was purchased from Emprise Bank.
- Kratzer reminded the council of the Special Workshop on September 29th at 5:30 to discuss the streets.
CITY ATTORNEY'S REPORT-Jerry Bogle
- Bogle reported that he had completed specific boundary documents and forwarded them to the City of Wichita for review and approval.
- Bogle was asked whether or not Mr. Shinwari, #14 Douglas, had paid the court judgment against him. He answered no.
- Following up on the complaint filed against #68 Stratford, the city received a call from the homeowner, Mr. Neil Smith. He agreed to remove the inoperable car from the rear of the property but was not certain as to whether he would continue to own or sell the property.

POLICE CHIEF'S REPORT-Danny Bardezbain
- Chief asked if there were any questions concerning his monthly report.
- Chief reported that a new engine has been installed into car 2 and will be back on the street soon. Rusty Eck first installed a rebuild engine that when installed did not work. It was replaced with a new one.
- Chief reported that all officers have been assigned email addresses and are now listed on the website.
- Chief asked Council for authorization to purchase a garage door opener for the double door garage. The weight of the door poses a health and safety issue to the officers. Brown moved to approve the purchase; Mastio seconded; passed unanimously.
- Chief asked Council to consider purchasing a security system for City Hall. Brown moved to give the Chief the authority to obtain bids and report back at the October council meeting; Anderson seconded; passed unanimously.
Chief reported that the radios currently being used by the officers are junk. Earlier this year the Council approved the purchase of three new radios, as part of a grant with the City of Wichita, and the money is encumbered. Two additional radios were purchased outside the grant and were assigned to the Chief and Lt.
In checking on the status of the encumbered radios it was learned that Eastborough was eligible to receive those radios free. It could be some time before these radios are available. One of the officers is now using the chief's radio and he asked Council to give him the authorization to purchase 3 more radios at approximately $3,000 each. Brown moved to approve the request for 3 radios; Mastio seconded; passed unanimously.

Anderson reported that he had met with Tree Top and Wade to discuss the condition of the pond and the over population of the ducks.
EXECUTIVE SESSION
Council went into executive session at 6:40 pm to discuss a personnel issue. The session ended at 6:45pm.
Brown moved to return the hourly pay for Matt Cox, Interim Chief, back to his normal rate following the October 6th pay period; Mastio seconded; passed unanimously.
Mayor reminded Council members to come early (6:15pm) to meet with Mayor Brewer and Sue Schlapp before the October meeting.
