Minutes

Anderson moved to approve the minutes of the May 27, 2008 meeting; Brown seconded; passed unanimously.

Claims

Anderson moved to approve the Claims as of June 24, 2008; Brown seconded; passed unanimously. Claims for June totaled $179,033.39.

Out-of-Order

Greg Sevier, reviewed with Council his draft of the 2009 Budget. Sevier noted that if Council agrees to the present draft a resolution exempting the City out of the tax lid will need to be passed. Should the Council elect to adopt a Capital Improvement Plan, a resolution needs to be passed and a 5 year plan for expenditures drawn up. Council discussed and agreed to the following time table for approving the budget. Publish the Notice of Public Hearing with the Derby Reporter before the 12th of July; hold the Public Hearing prior to the regularly scheduled council meeting on the 22nd of July; schedule a Special Meeting to approve the budget before the deadline of August 20, 2008. Council discussed and agreed to an additional 2 mill increase over the draft budget. Johnson made a motion to adopt a resolution establishing a 5-Year Capital Improvement Plan; Mastio seconded; passed unanimously. The CIP Plan will include major expenditures for street improvements, City Hall updates and major park projects. Johnson moved to allocate 5 mills from the General Fund to the Capital Improvement Fund; Brown seconded; passed unanimously.

Treasurer's Report

Kratzer reported that the revenues for May totaled $21,737 and expenditures totaled $53,926 resulting in a loss for the month of $33,789 and gain year to date of $150,275. Unencumbered cash and investments totaled $829,697 for 2008 as compared to $724,091 for 2007.

City Clerk's Report

1. Peterson, Peterson, and Goss have recently completed the 2007 Audit.
2. The 4th of July Parade flyer is out and plans for the event are ongoing.
3. The Advanced Voting Place flyer is out and a copy posted at City Hall.

City Attorney's Report

1. No report
2. A council member asked Bogle if there was an ordinance addressing the issue of large pieces of equipment parked on personal property. Bogle directed the Chief to send a letter to the residents at 5940 E Douglas inquiring about their time table for removing the equipment from the property.

Police Chief's Report

1. Chief asked if there were any questions concerning his monthly report.

Finance; Budget And Accounting; Memorial Gifts Committee Liaison; Newsletter-Website Commissioner's Report- Britt Brown

Brown reported that the resident directory can now be accessed on the Eastborough website. Before logging in, a resident will be required to have a user name.

City Hall Maintenance; Beautification Committee Liaison; Community Affairs Committee Laison And Municipal Court Liaison Commissioner's Report-Jennifer Wagle

Utilities; Street Maintenance; Fire Protection Commissioner's Report-John Johnson

Johnson reported that the application for funding phases 3 & 4 of the 10-Year Street Plan has been sent to KDOT for review and approval.

Parks And Street Signs Commissioner's Report-David Anderson

Anderson reported:

1. The efforts are ongoing to get the waterfall functioning at the pond.
2. Tree Top is in the process of building a new screen for the pump at the north end of the pond.
3. Tree Top has credited $850 to the Eastborough account. The credit relates to the monthly pond maintenance charge.
4. The Chief did an inventory of traffic signs and noted those needing replacement. New signs have been ordered and delivered, and the process of replacing signs will begin soon.
5. The Chief made a list of leaning streetlight poles and the list will be forwarded to Westar.

Public Relations Report; Long Range Planning-Mayor Thom Rosenberg

Mayor reported that he and Mastio would meet and organize a Long Range Planning Committee meeting.

Insurance; Personnel Benefits; Zoning &Amp; Architectural Review; Long Range Planning Commissioner's Report-John Mastio

Mastio reported that the American General Annuity for Don Windham has been set up and Windham should receive his first check in June.
