Anderson moved to approve the Claims as of June 24, 2008; Brown seconded; passed unanimously. Claims for June totaled $179,033.39.

Greg Sevier, reviewed with Council his draft of the 2009 Budget. Sevier noted that if Council agrees to the present draft a resolution exempting the City out of the tax lid will need to be passed. Should the Council elect to adopt a Capital Improvement Plan, a resolution needs to be passed and a 5 year plan for expenditures drawn up. Council discussed and agreed to the following time table for approving the budget. Publish the Notice of Public Hearing with the Derby Reporter before the 12th of July; hold the Public Hearing prior to the regularly scheduled council meeting on the 22nd of July; schedule a Special Meeting to approve the budget before the deadline of August 20, 2008. Council discussed and agreed to an additional 2 mill increase over the draft budget. Johnson made a motion to adopt a resolution establishing a 5-Year Capital Improvement Plan; Mastio seconded; passed unanimously. The CIP Plan will include major expenditures for street improvements, City Hall updates and major park projects. Johnson moved to allocate 5 mills from the General Fund to the Capital Improvement Fund; Brown seconded; passed unanimously.
Kratzer reported that the revenues for May totaled $21,737 and expenditures totaled $53,926 resulting in a loss for the month of $33,789 and gain year to date of $150,275. Unencumbered cash and investments totaled $829,697 for 2008 as compared to $724,091 for 2007.

Johnson reported that the application for funding phases 3 & 4 of the 10-Year Street Plan has been sent to KDOT for review and approval.

Mayor reported that he and Mastio would meet and organize a Long Range Planning Committee meeting.
Mastio reported that the American General Annuity for Don Windham has been set up and Windham should receive his first check in June.
