Minutes
Anderson asked that the minutes be amended to reflect that the Tree Fund will be under the responsibility of the Beautification Committee. Mastio moved to approve the amended minutes of the November 27, 2007 meeting; Anderson seconded; passed unanimously. (Wagle was not in attendance for the vote).
Claims
Mastio moved to approve the Claims as of December 18, 2007; Brown seconded; passed unanimously. (Wagle was not in attendance for vote). Claims for December totaled $116,532.29. Included in the claims is a $37,950.24 payment to Cornejo from TRF Funds.
Citizen's Request
- Susan Vickers, #15 Norfolk, addressed the Council concerning her perceived harassment by the Council relating to the green posts along the street in front of her house. Council spoke with Mrs. Vickers about the problem, but Council took no action.
- Doug Dagg, Street Consultant, handed out copies of a report detailing street repairs and cost options for the Westside streets for Council to consider. Dagg stated that John Johnson had asked him to prepare the report. Dagg reported that he is not sure whether the repair options could be funded with TRF Tunds. Council decided further discussion on the Westside options was needed; therefore a Specil Meeting will be held on January 15, 2008, 5:30pm, City Hall.
- Barry Owens, editor, of the "College Hill Commoner", spoke about the publication and his desire to include an article about Eastborough in the upcoming edition.
- Henry Helgerson, #12 Peach Tree, reported that after conferring with Larry Reynolds, he would like to amend his original variance request on the room addition from 30ft by 38ft to 25ft by 38ft. While the addition would conform to the side yard setback, a 25ft front yard variance would still be required. As requested at the November meeting, Helgerson provided a letter to the resident's at #18, #20, and #21 Willowbrook notifying them of the variance request and received their signed copies indicating they have no objections. Johnson moved to approve the variance as requested; Mastio seconded; passed unanimously.
Treasurer's Report
Brada reported that the revenues for November totaled $32,574 and expenditures totaled $128,847 resulting in a loss for the month of $96,273 and gain year to date of $185,166. Unencumbered cash and investments totaled $705,528 for 2007 as compared to $573,575.
City Clerk's Report
- Kratzer reminded Council members not to forget the "Christmas Chili Feed" on Thursday, December 20th, 11:30am at City Hall.
City Attorney's Report
- Bogle reported that he had spoken with David Calvert, attorney representing the Brannon family, on the therapy horse issue, and he is now in the process of researching the issue. Bogle advised that the current ordinance may need to be revised to include a permit system.
- Bogle reported that he had spoken with Mike Jacobs, City of Wichita, concerning the boundary issues. At this time there is nothing to report.
Mayor's Report
Rosenberg addressed the Council on the remarks made by Mrs. Vickers.
Police Chief's Report
Chief asked if there were questions concerning his monthly report.

Wagle reported that the basement carpeting will be replaced after Christmas.

Johnson reported that Ferguson Paving had completed the pothole repairs.
Parks And Street Signs Commissioner's Report-David Anderson
- Tree Top is in the process of installing the new pump at the pond.
- One of the new signs in the park has been stolen and FASTSIGNS will be installing a replacement.
- The street poles and signs have been ordered.
- Bids are being taken for the maintenance of the parks and common areas.
Public Relations Report; Long Range Planning-Mayor Thom
Rosenberg
Rosenberg asked Council to begin putting together figures to be used in the budgeting process for a Long Range Plan.

Long Range Planning Commissioner's Report-John Mastio
Mastio reported that he had spoken with Bob Howse concerning an error in our insurance package. Howse will send a corrected copy to City Hall.
