Minutes
Johnson moved to approve the minutes of the October
23, 2007 meeting; Anderson seconded; passed unanimously.
Claims
Brown moved to approve the Claims as of November 27,
2007; Mastio seconded; passed unanimously. Claims for November totaled
$131,606.44. Included in the claims is a $51,428.50 encumbrance for the
purchase and installation of street poles and signs.
Citizen's Request
Henry Helgerson, #12 Peach Tree, asked
Council to approve his variance request so that he is able to begin
construction of a room addition. Council members received copies of the
Eastborough Building Supervisor's Report; copy of the addition; copy of
the portion of Ordinance #326 relating to "Area Regulation"; sample of
notification letter to neighbors. Mr. Helgerson handed out copies of
the site survey. Mr. Helgerson told Council that he had received verbal
approval from his neighbors. Following discussion, Council tabled a
vote until the December 19, 2007 meeting.
Treasurer's Report
Pringle reported that the revenues for
October totaled $45,507 and expenditures totaled $64,362 resulting in a
loss for the month of $18,855 and gain year to date of $281,439.
Unencumbered cash and investments totaled $801,801 for 2007 as compared
to $573,575.
City Clerk's Report
- Kratzer handed out
invitations to the annual "Christmas Chili Feed" on Thursday, December
20, 2007.
- In response to a question about the numbering of
ordinances at the October meeting, Kratzer reported that ordinances
fall under three categories: Appropriation; Special; General.
Beginning in January ordinances will be separated into the three
categories and numbered separately.
- Kratzer reported that the
newsletter has been mailed out.
- Kratzer reported that the first
half of the encumbered funds for the street signs will be reflected in
the November totals.
City Attorney's Report
- Bogle reported that
he had spoken with Greg Bauman from the City of Wichita concerning an
update on the ongoing boundaries issue. Bogle stated that he has
nothing to report.
- Bogle reported that he had received a call
concerning a possible violation to Ordinance #82 (Declaring it unlawful
to keep or harbor any cattle, hogs, horses, mules, sheep, goats,
rabbits, chickens or game birds with the limits of the City of
Eastborough) at #64 Norfolk. Chief Bridgewater reported that he had
received a call from Britt Brown inquiring as to whether or not the City
had an ordinance prohibiting the harboring of a miniature horse on a
property within the city limits. Mr. Brown told the Council that
Jennifer Brannon, #64 Norfolk, told him about always wanting a miniature
horse and had recently purchased one. He asked her at the time if she
had checked with City Hall to see if the city would permit the horse on
her property. The Chief reported that Ordinance #82 addresses such an
issue. The Chief sent an officer to the Brannon residence to deliver a
copy of the ordinance. The officer was told by Jennifer Brannon that
the horse was a therapy horse and on the property to assist her invalid
husband. The Chief also spoke with Jennifer and told her that he would
contact her following the Council meeting. Council reviewed the
ordinance and following discussion instructed the Chief to notify Mrs.
Brannon that she was in violation of the ordinance and had ten days to
remove the horse from the property.

Police Chief's Report
- Chief asked if there
were questions concerning his monthly report.
- Chief reported on
a recent burglary at #11 St. James.
- Chief reported that Larry
Zimmerman has been hired as a part time officer.
Finance; Budget And Accounting; Memorial Gifts Committee Liaison;
Newsletter-Website Commissioner's Report- Britt Brown
- Brown asked the Chief if he felt the department needed new
video systems for the patrol cars. Chief told the Council that the
systems were not currently operational, but had proven beneficial to the
department. The cost of a new unit would run about $4,000. Brown moved
to approve the purchase of 3 video systems to be paid for in 2008;
Anderson seconded; passed unanimously.
- Chief reported that he
had decided not to purchase the 3 portable radios that were approved in
October. Chief explained that within the next two years Sedgwick County
will be transitioning to a new digital system. Digital systems will
cost $4,000 each.
City Hall Maintenance; Beautification Committee Liaison; Community
Affairs Liaison; Municipal Court Liaison Commissioner's Report-Jennifer
Wagle
- Wagle reported that she had appointed
Steve Overstreet to the Beautification Committee.
- Wagle
reported that Holly Friend had submitted material for the recent
newsletter, but the newsletter had gone to print.
- Wagle
reported that she had appointed Jennifer Brannon, #64 Norfolk, to chair
of the Community Affairs Committee.
- Wagle reported that she had
selected several samples of carpet to replace the existing carpet in the
basement. Samples were running between $4/5 per yard. Wagle moved to
approve replacing the basement carpeting at a cost not to exceed $400;
Mastio seconded; passed unanimously.
Utilities; Street Maintenance; Fire Protection Commissioner's
Report-John Johnson
- Johnson reported that he
would be meeting with Wayne Ferguson to discuss the needed pothole
repairs.
Parks And Street Signs Commissioner's Report-David Anderson
Anderson handed out copies of his monthly report.
Street Signs
Anderson reported that the total cost for the
Street Sign Project is $95,698.40 as compared to the original figure
estimate of $150,000. If extra signs are need there will be an
additional cost.
Parks
Anderson reported that:
- The "Duck
Feeding Area" has been completed just north of the gazebo.
- New
signs have been installed at the park. The signs include: Rules of the
Park; Duck Feeding Area; Use Playground at Your Own Risk; No Climbing on
Rocks at the Waterfall;
- Areas in the parks and City Hall have
been over seeded with rye and fescue.
- A-1 Tree Service is in
the process of trimming all trees for a cost of approximately $10,000,
the usual budgeted amount.
- The pump for the small waterfall has
yet to be installed.
- The trash cart storage area at the park is
now completed including a lockable storage cabinet for park cleanup
equipment.
- The maintenance contract with Tree Top Nursery is up
for renewal. Tree Top is preparing a bid that would include more
frequent mowing and weeding. Wade Vickery has submitted a bid to
maintain City Hall and the common areas.
- New trees will be
planted in the spring paid for by the $10,000 approved by council at the
October meeting.
Tree Fund
Anderson submitted photos of plaques that could be
used to identify donors to the Tree Fund. Further discussion of the
Tree Fund Project was tabled. Anderson suggested turning over the Tree
Fund Project to the Beautification Committee. The Council agreed.
Public Relations Report; Long Range Planning-Mayor Thom

Insurance; Personnel Benefits; Zoning &Amp; Architectural Review;
Long Range Planning Commissioner's Report-John Mastio
- Mastio reviewed with the Council the insurance renewal
package. Mastio also recommended adding coverage for the retirement
plan. Following discussion, Mastio moved to approve the 2008 insurance
package at a total cost of $14,688; Johnson seconded; passed
unanimously. Kratzer will follow-up on obtaining coverage for the
retirement plan.
- Mastio reported to the Council that a meeting
to discuss Long Range Planning will be held in early 2008.
New Business
The annual salary review was tabled to the
December meeting
