Anderson pointed out that the total expenditure amount for June was left off the minutes. Anderson moved to approve the amended minutes to reflect June expenditures totaling $108,432.01; Johnson seconded; passed unanimously.
Anderson moved to approve the Claims as of July 24, 2007; Brown seconded; passed unanimously. Claims for July totaled $104,081.72.
Peggy Johnson, #28 Norfolk, requested Council to approve the closing of the streets on September, 29, 2007 to host the "RACE FOR THE CURE". The race includes a 5K competitive race and 5K run/walk. The l mile fun walk will be held in Rockwood to relieve the problem of congestion. Johnson announced that WPD Officer Mike Lloyd would act as Chief of Security and work closely with Eastborough's Chief. The streets should be open to traffic at about 10:30 am. Brown moved to approve the closing of the streets on September 29th for the "RACE FOR THE CURE"; Johnson seconded the motion; passed unanimously.
Kathy Morgan, representing the City of Wichita Historic Preservation Office, addressed the Council on the benefits to residents who apply to be place on the Historical Registry. Council members received a handout outlining the program and its benefits. Since most homes in Eastborough are 50 years old or older, the resident would qualify for the program. The Mayor suggested including the information in the next newsletter. Three issues were of concern to the Council; (1) would such a designation place restrictions on their neighbors; (2) would there be a problem buying or selling such a home; (3) would it be possible to remove such a home from the registry if desired.
Greg Sevier, PP&G, reminded Council that in order to opt out of Home Rule Ordinance #1268 needed to be approved. Sevier reviewed with the Council the proposed 2008 Budget with no mill levy increase. Johnson moved to approve the budget as published; Anderson seconded. Kory Parkhurst asked Council to consider a 1 to 2 mill increase to cover increasing expenditures. Gorges moved to amend the motion to include a 2 mill increase (.5 to EB & 1.5 GG); Anderson seconded; passed unanimously. Council agreed to hold the Special Budget Hearing on Wednesday, August 8th at 5:30pm City Hall. The Notice will be published 10 days prior to the hearing. The deadline to submit the approved budget to the Sedgwick County Clerk is August 25th.
Pringle reported that the revenues for June totaled $248,735 and expenditures totaled $105,882 resulting in a gain for the month of $142,852 and year to date of $349,031. Unencumbered cash and investments totaled $866,815 for 2007 as compared to $632,332.
Bogle asked a question concerning something in the June minutes. Why are some of the trees in the new park not under warranty? Anderson explained that some of the trees have been replaced several times during the warranty period. That period has expired. Tree Top has offered to replace dead trees now at a reduced cost.
Mayor asked Bogle if there is an ordinance against metal fence posts placed beside the street along the property line. Bogle stated that this could be considered a public nuisance and asked the Chief to submit to him a report.

Mayor reported that Mastio has contacted the post office to see if a mail drop could be placed within the city limits for the benefit of the residents. The issue is ongoing.
